The Ohrid Framework Agreement and its implementation is one of the main priorities of the Government of the Republic of Macedonia for the process of democratization, building trust in institutions and integrating the country into the European Union.
The Framework Agreement signed on 13.08.2001 ended the internal conflict in the Republic of Macedonia and its main purpose was the promotion of a peaceful and harmonious society and the development of the civil society, respecting the ethnic identity and the interests of all citizens in the Republic of Macedonia.
Under this agreement a considerable number of constitutional changes and legal reforms were to be implemented by the Government of the Republic of Macedonia in the area of decentralization, fair representation, special parliamentary procedures for the protection of non-majority ethnicities, education, use of language, symbols, expression of cultural and ethnic identity, and measures for the implementation of these changes.
For the successful realization of the Ohrid Framework Agreement, with the decision of the Government of the Republic of Macedonia, on 05.04.2004, the Sector for the Implementation of the Ohrid Framework Agreement is established which sector with amendments to the law on Government (Official Newspaper of the Republic of Macedonia Macedonia No. 115/2007) was transformed into a Secretariat for the implementation of the Framework Agreement, which started operating since January 2008.
The Secretariat for the Implementation of the Framework Agreement has a duty to fully implement the framework agreement and to provide administrative and professional support to the Deputy Prime Minister of the Government of the Republic of Macedonia responsible for implementing the framework agreement.
The Secretariat for the Implementation of the Framework Agreement provides the Government with the support of the strategic priority regarding the obligations arising from the Ohrid Framework Agreement, and in particular to ensure fair and adequate representation of citizens belonging to non-majority ethnic communities in the administration bodies state and other public bodies.
The secretariat follows the decentralization process of local government and public administration, prepares methodologies for Government action plans, and prepares projects under the Framework Agreement, coordinates and controls their implementation.
The secretariat also promotes the provision of human resources for the implementation of the Framework Agreement implementation process and conducts active communication with the public, the media and other groups set up in order to increase transparency, conscientiousness and acceptability for the implementation of the Framework Agreement.
For the successful realization of the tasks and obligations that are foreseen for the Secretariat for the implementation of the Framework Agreement, in cooperation with experts from the country and abroad, strategies have been prepared with predictions, dynamics and deadlines for fair representation of all ethnic communities in public institutions.
To achieve all this, there are concrete (long term, medium term and short term) plans and annual programs approved by the Government of the Republic of Macedonia, while we have comprehensive support from institutions and external organizations.
We are pleased to note that the Secretariat has solid cooperation with several foreign and non-governmental organizations that express their readiness to support projects for technical assistance and other assistance as well as training of civil servants. Special attention is also paid to the creation of a positive climate in the country for the acceptance of the benefits and benefits of the Ohrid Framework Agreement on the part of all citizens of the Republic of Macedonia, for the affirmation of coexistence and tolerance and unremitting efforts for the inclusion of the Republic Macedonia in the NATO Alliance and the European Union.
