The Secretariat's internal organization for the implementation of the Framework Agreement is made up of 4 Sectors, 15 Units and three Special Units. The Secretary  for the implementation of the Framework Agreement is led by the Secretary of State.

The following tasks and tasks are performed by the Secretariat for the implementation of the Framework Agreement:

A) The Sector for the Implementation of the Framework Agreement includes the following units:

Unit for oversight of fair and adequate representation;

Unit for preparation of national annual plans as well as annual reports on fair and adequate representation;

Monitoring Unit for the Decentralization Process;

B) The General Business Sector includes the following units:

Coordination and Cooperation Unit;

Unit for Cooperation with Non-Governmental Organizations and International Cooperation;

Translation, lecturing and editing unit;

Unit for protocol and organizational work;

Informatic Technology Unit;

C) Sector for budget and public procurement includes the following units:

Budget and Public Procurement Unit;

Foreign Assistance Coordination Unit and donations;

Ç). The Public Relations Sector includes these units;

The Public Relations Unit and the organization of press conferences;

Media tracking unit, analysis and research;

As a special unit in the Secretariat for the implementation of the Framework Agreement operate:

Internal Audit Unit;

Human Resources, Human Resources and Professional Work Unit;

Unit for Strategy, Planning and Supervision;

1.      The Sector for the Implementation of the Framework Agreement is competent for the performance of these tasks and duties:

Supports the Government for the implementation of strategic priorities regarding the obligations arising from the Framework Agreement, with regard to the realization of fair and adequate representation of citizens belonging to all ethnic communities in the state administration bodies and other public institutions;

proposes methodology for bringing Action plans for fair and adequate representation;

proposes Action plans for fair and adequate representation and follows up their implementation;

carries out coordination of the activities of state administration bodies and other institutions at all levels, in acordance to the realization of fair and adequate representation;

co-operation with external bodies and donors for realization of fair and adequate representation;

for the needs of the Government and other state administration bodies, prepares professional analytical materials in the area of ​​fair and adequate representation;

prepares a report to the Government for information on the degree of implementation of the Framework Agreement for Fair and Equitable Representation;

in cooperation with the Agency for Civil Servants, participates in the process of fair and adequate representation;

reviews the effects of the decentralization process regarding the process of fair and adequate representation;

keeps data in the area of ​​fair and adequate representation;

performs other tasks that are within the competence of the unit and the sector.

2.       The Sector for General Affairs performs these duties and work:

overseeing and enforcing laws and other acts related to legal issues and other questions;

normative legal and operational tasks in the legal sphere;

performs work related to technical-informative support;

performs professional work related to translation from Macedonian into Albanian and other languages ​​of the Republic of Macedonia, as well as translations from Albanian to Macedonian and translation of texts from English or other languages ​​from European Union member states in Macedonian and the contrary

performs a correspondence of the network in the ministries and other relevant institutions

prepares information materials and reports for carrying out activities in the translation process

performs computer software processing

takes care of the storage and rational utilization of the consumable material

keeps daily evidence of the work done

participates in the preparation of pre-decisions on the strategic priorities of the Government

3.      Budget and Public Procurement Sector performs the following tasks:

Planning and tracking of budget implementation of the Secretariat;

Perform direct control and oversight over the performance of the Sector's work and duties;

Prepare and propose a Sector Work Plan and take care of their realization;

Takes care of preparing the annual budget of the Secretariat;

Follows legal acts and other acts in the field of finances and takes care of their implementation;

Follows the implementation of the salary system for civil servants in the Secretariat and the way of advancing the salary system in relation to the implementation of the main and special component of salaries of civil servants and other employees in the Secretariat;

Keeps track of the Secretariat's balance of payments account and the disposal of assets by positions;

Accepts and controls the regularity of accounting, and it processes them

Performs a record of the changes in the main book and the subject related to the execution of the financial plan, the account for the main assets, maintains inventory book for real estate

The application of the treasury work and participates in the processing of periodic accounts and annual accounts of the Secretariat, ensures the realization of public supplies for the needs of the Secretariat

Provides guidelines for the preparation of analyzes, plans, matrices and information on sectoral affairs

Keep in touch with national, foreign and international organizations

Implements regular contacts with other sector and unit leaders within the Secretariat and exchanges information and experience

Cooperates with the Ministry of Finance for the implementation of strategic priorities through the Budget of the Republic of Macedonia

4.      The Public Relations Sector is competent for the implementation of these duties:

prepares strategies for communicating with the public in the sphere of the implementation process of the Framework Agreement;

provides regular and timely information to the public on the implementation of the Framework Agreement;

arranging and maintaining the web site;

through the public relations sector, provides communication with the media and organizes briefings and press conferences, as well as other work related to communicating with the public in the process of implementation of the Framework Agreement;

publishes publications

conveys and analyzes the opinion of the public on the process of implementation of the Framework Agreement;

keeps track of the media - daily and electronic press;

cooperates with the Public Relations Sector;

performs other tasks within the competence of the sector

gives accreditation and permission to record foreign media]

organizes press conferences, briefs and information campaigns, in cooperation with government institutions and other external associates, other institutions, professional agencies etc.
